I assume that means he won't be in any Handicap Chases at Festival. Only two Chase races to date. Does that make WW a potential bet in the Martin Pipe ?

Not in the past but the new rules may drive this to change. This is the perfect example of the new rules driving a change in behaviour.

According to RTC, no supplementary stage for hcaps, so that won't be happening

No and per BHA, race conditions have no mention of any Supplementary stage for any handicap races whereas the Grade 1 races have a Supplementary date specified.

As far as I know, there's never been Supplementary entries allowed for the handicaps at Cheltenham and can't see anything in race cons to suggest that's changed.
